Rajasthan is on the cusp of becoming a leading medical tourism destination, thanks to its newly implemented Heal policy. Launched in July 2026, this initiative aims to attract international patients by enhancing healthcare infrastructure and making medical services more affordable. With a focus on quality and accessibility, the state government is looking to position Rajasthan as a premier hub for medical treatment, particularly for patients from neighboring countries.

    Strategic Enhancements to Healthcare Infrastructure

The Heal policy outlines a series of strategic enhancements to healthcare infrastructure across Rajasthan. This includes significant investments in existing hospitals and the establishment of new health facilities that meet international standards. The government has earmarked approximately ₹500 crore to upgrade hospitals and clinics, ensuring they are equipped with the latest technology and qualified medical personnel. Originally reported by Business Standard.

In addition to physical upgrades, the policy promotes the training of healthcare professionals to ensure they can provide world-class medical care. This training will focus on both medical skills and patient care, crucial factors for attracting foreign patients. The state anticipates that these upgrades will lead to a 30% increase in the number of international patients visiting Rajasthan for treatment within the next two years.

    Affordability and Competitive Pricing

A significant advantage of Rajasthan’s medical tourism initiative is the affordability of healthcare services. The Heal policy aims to keep treatment costs competitive, making Rajasthan an attractive option compared to other global destinations. For instance, the average cost of a heart surgery in Rajasthan is approximately ₹2 lakh, in stark contrast to the ₹8 lakh charged in Western countries.

Healthcare experts believe that this pricing strategy will not only draw patients from within India but also from countries facing high medical costs. The Rajasthan government estimates that by 2028, the state could see medical tourism revenues reaching ₹1,000 crore, bolstered by the influx of international patients seeking cost-effective treatments.

Collaboration with Private Sector and International Outreach

To further bolster its medical tourism ambitions, Rajasthan is actively collaborating with private healthcare providers. This partnership involves both local and international hospitals, allowing them to offer specialized services tailored for foreign patients. Initiatives include packages that cater specifically to the needs of international tourists, such as airport transfers and accommodation arrangements.

The government is also investing in marketing campaigns aimed at promoting Rajasthan as a medical tourism destination. Participation in international health fairs and partnerships with travel agencies are part of this outreach strategy. By targeting countries with a high demand for affordable medical care, such as the Middle East and Africa, Rajasthan seeks to establish itself as a go-to location for medical treatment.

    Regulatory Framework to Ensure Quality

A robust regulatory framework is essential for maintaining high standards in healthcare. The Heal policy addresses this by establishing strict guidelines for medical facilities that wish to participate in the medical tourism initiative. These guidelines will ensure that hospitals adhere to international safety and quality standards, safeguarding patient welfare.

Furthermore, the Rajasthan government has set up a monitoring committee to oversee the implementation of these guidelines. This committee will be responsible for conducting regular audits of hospitals and clinics, ensuring compliance with the established standards. Such measures aim to foster trust among international patients, who often prioritize quality and safety when seeking medical treatment abroad.

As Rajasthan embarks on this ambitious journey to become a medical tourism hub, the success of the Heal policy will hinge on various factors, including the effective execution of infrastructure upgrades, competitive pricing, and a commitment to high-quality healthcare services. If these elements come together as planned, Rajasthan could well emerge as a leader in the medical tourism sector, attracting patients from around the globe.
